Responsibilities: Provide senior level support to the F-35 Joint Program Office (JPO) Legislative Liaison activity. Interact and coordinate across the F-35 enterprise to prepare the Program Executive Officer, Service Acquisition Executive, Defense Acquisition Executive, Services Chiefs and Secretaries for F-35 related congressional and parliamentary engagements and hearings, whether of the United States or a Partner Nation. Develop oral and written statements, briefings papers and responses to queries from Congress and committee professional staffs.
Maintain awareness of the budget and legislative processes and activities. Mentor subordinate Legislative Liaison team members. Conduct daily review of general and legislative-focused media releases as well as recurring reviews of legislative information releases. Track legislation development. Prepare documentation to satisfy congressional provisions in the defense bills. Prepare congressional and parliamentary hearing oral and written statements, briefings, and papers. Prepare responses to queries from Congress and committee professional staffs. Assist in providing responses to congressional inquiries and adjustments to the President's Budget submission. Maintain awareness of congressional and committee staff travels to F-35 sites and industry locations.
Education: MS or MA degree from an accredited institution as recognized by the U.S. Department of Education in Business, Management or a degree relevant to the position.
Allowable Substitution: A BS or BA degree from an accredited institution as recognized by the U.S. Department of Education and an additional four (4) years of experience.
Experience: At least ten (10) years of experience in program management, technical or business analysis discipline; and included in the ten (10) years, there must be at least four (4) years of experience in program management, technical or business analysis; and included in the four (4) years, there must be two (2) years professional experience in technical efforts supporting major weapon systems and components development. At least two (2) years in support of a Major Defense Acquisition Program (MDAP).
Demonstrated experience in the program/project status and schedules. Demonstrated knowledge of Service and OSD policy and documentation related to Planning Programming Budgeting System (PPBS), life-cycle management of military acquisition programs (as specified in the DoD 5000 series). Demonstrated knowledge of and experience dealing with DoD reporting tools and major reports. Demonstrated ability for oral and written communication with the highest levels of management. Demonstrated proficiency with Microsoft Office Suite.
Other: A Secret Security Clearance with eligibility for SAP/SAR or must be eligible to possess one. Prior military, O-5 or above with legislative liaison experience is desired.
