MANAGEMENT ANALYST (Req 25 074)

Department: Program Management Contract
Location: Virginia Beach, VA

Responsibilities: Support a wide range of project management, planning, and analytical functions in alignment with organizational goals and strategic direction. Assist with Integrated Budget Planning and Execution System (IBPES) subtask planning by inputting provided data and progressively developing full plans with guidance. Support the monthly Network and Activity (NWA) assignment process in accordance with tasking guidance and established plans. Assist with procurement management by gathering quotes, submitting IBPES requests, and maintaining procurement tracking tools.

Attend technical meetings and prepare detailed meeting minutes, review contractor and On Site Installation Coordinator (OSIC) trip reports for proper formatting and distribution. Support technical training management by assessing team capabilities, identifying training needs, researching training opportunities, and tracking completion. Contribute to the development, enhancement, and ongoing management of the Confluence/Jira project management environment and assist in updating project goals to ensure alignment with evolving command-level strategic plans.

Review project management tools and practices to recommend improvements, while collecting, analyzing, and interpreting information to define problems, evaluate relevant data, and develop actionable recommendations for the Government. This position requires an understanding of organizational structures, intergovernmental relationships, and internal culture, with findings communicated through written reports and oral presentations.

Education: Bachelor's degree in a business or technical field from an accredited institution as recognized by the U.S. Department of Education.

Experience: Seven (7) years of experience in engineering/science management, operations research analysis or financial/cost analysis. Three (3) years of experience in U.S. Navy programs or operations. Knowledge of various software and systems is highly beneficial but not required, including ERP, IBPES, SharePoint, Confluence/Jira, Microsoft Excel, PowerPoint, and Microsoft Project or comparable project management tools.

Other: An Active Secret Security Clearance is required.
