SENIOR PROGRAM ANALYST (Req 18 075)

Department: Program Management Contract
Location: Patuxent River, MD

Responsibilities: Provide Senior Program Analyst (SPA) in support the Expeditionary ATC Level II/III IPT Lead, PMA-213. Provide SPA support to ensure all program and project management activities for the IPT are completed on time. Analyzes program requirements, status, budget and schedules. Performs program management, technical, or business case analyses. Participates as a member of and/or supports the specified Program Integrated Product Teams (IPTs); and IPT directed business meetings. Collect, complete, organize and interpret technical data and financial information relating to air traffic control systems and product programs. Tracks program/project status and schedules. Applies policies and procedures for financial planning. The position also will provide direct liaison with field activities and facilitate completion of all activities supporting the IPT.                  

Additional key areas of IPT Lead support include:  

Review/route IPT correspondence in support of all program related activities.  These documents may include but are not limited to WAA’s, ECPs, PWSs, FDRs, PIDs, spend plans, budgets, Statement of Work, Statement of Objectives, correspondence letters and memorandums to internal and external stakeholders, and program Risk, Issues and Opportunity Management submissions. Attend all IPT meetings or otherwise as requested by the Level II/III. Perform other duties as required.      

                                                                
Education: MS or MA degree from an accredited university in a Business, Management, or "Relevant Technical Discipline".

Allowable Substitution: BS or BA degree form an accredited university in Business, Management, or "Relevant Technical Discipline" and an additional four (4) years of experience; OR an additional ten (10) years of experience may be substituted for a MS or MA degree.

Experience: At least ten (10) years experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of six (6) years out of those 10 years of work experience related to analysis and planning. Familiarity with SECNAV, OPNAV, and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD254 is required. Demonstrated experience in the program/project status, earned value management and schedules.

Other: Must have an Active Secret Security Clearance.
