SENIOR PROGRAM ANALYST (Req 18 111)

Department: Program Management Contract
Location: Patuxent River, MD

Responsibilities: Provide program analysis support to the AIR 1.2.2 Program Manager for Shipboard Integration and Navy Modernization Process. Assist with integration of NAVAIR equipment on Aircraft Carriers and Ships providing guidance to achieve Navy Modernization requirements and milestones. Assist NAVAIR PMA's/competencies with the development of Ship Change Documents (SCDs), ILS Certifications, Configuration Overhaul Planning (COP) file, Late Add Messages and Risk Messages/Forms. Conduct analysis of Navy Modernization documents to identify Aviation SCDs and required actions. Review Ship Installation Drawings (SIDs) including Bill of Material (BoM) and identify logistically significant material.

Education: BS or BA degree; Working towards Professional Logistics Certification.

Allowable Substitution: An additional two (2) years of experience working in direct support of Defense life-cycle logistics can be substituted for a BS or BA degree.

Experience: Six (6) years of experience in defense life-cycle (acquisition) logistics. Extensive knowledge, and thorough understanding of the Navy Modernization Process and the US Navy's authoritative database for Navy Modernization, the Navy Data Environment (NDE) and its various modules pertaining to the creation of ILS Certifications, COP file, C5I Alterations/Baselining, Ship Change Documents, and Ship Change/Installation Scheduling. Familiar with the Navy Modernization Process - Management Operations Manual. Ability to research in various databases, i.e. Haystack, to identify logistic products. Ability to research Ship Installation Drawings and download from Naval Ships Engineering Drawing Repository (NSEDR).

Knowledge of NAVAIR PMA's and competencies and external stakeholders involved in the Navy Modernization Process. Ability to communicate/interface with Ship Program Manager, NAVAIR technical authority, Type Commander, NETWARCOM, fleet representatives, RMMCO Personnel, other SYSCOM representatives, and Port Engineers to confirm installation dates, approval, and verify that all installation maturity items are approved in accordance with the requirements outlined in the Navy Modernization Process Management and Operations Manual (NMP-MOM). Proficient in Microsoft Office and familiar with Video Teleconferencing equipment.

Other: Must have an Active Secret Security Clearance.
