PROGRAM ANALYST (Req 18 121)

Department: Program Management Contract
Location: Patuxent River, MD

Responsibilities:  Provide  Program Analyst Contract Data Requirements List (CDRL) support to the PMA-268 Configuration Management Team Lead.  CDRL experience is required; must be capable of completing, comprehending, and processing DD Form 1423.  Experience with Multi-User ECP Automated Review System (MEARS) DoD tool, is an added benefit. As the CDRL Tool Administrator, support tracking and coordination of all Program Office CDRLs.  Using the CDRL Tracking System, provide updated status to applicable CDRLs when received, reviewed, and delivered.  Also, when required, send notifications to the CDRL owners and reviewers, CM Team, and Program Office.  Provide monthly metrics to CM Team Lead on status of delinquent CDRLs, and update Weekly CM Quad charts, as required.  Review Formal Letters for compliance with Department of Navy Correspondence Manual, using the guidance to ensure the data points are accurate before uploading into ePower.  Coordinate data between the CDRL Tracking System and IDE/eRoom/Sharepoint.  Using the Department of Defense, Electronic Data Access (EDA) database, monitor all contracts for modifications that are CDRL related, and then modify according in the CDRL Tracking System.   

Education:  BS or BA degree from an accredited university in a Business, Management or "Relevant Technical Discipline". 

Allowable Substitution: An AS or AA degree from an accredited university and an additional four (4) years of experience; OR a high school diploma or equivalent and an additional six (6) years of experience may be substituted for a BS or BA degree. 

Experience:  At least four (4) years of experience in program management, technical or business analysis; and included in the four (4) years, there must be two (2) years professional experience in technical efforts supporting major weapon systems and components development. Demonstrated experience in the program/project status and schedules. Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series). Must have experience processing program acquisition, funding and contract documentation for military programs.

Other: An Active Secret Security Clearance is required.
