CYBER SECURITY SPECIALIST (Req 18 163)

Department: Program Management Contract
Location: Patuxent River, MD

Responsibilities: Provide Senior Systems Analyst "Information Systems Security Engineer (ISSE)/Information Systems Security Officer (ISSO)" support to the NAWCAD Director/Chief of Operations. Primary duties:

  1. Developing RMF Assessment & Authorization (A&A) packages from beginning to end as an ISSE/ISSO.
  2. The candidate should have experience configuring systems and/or networks to DoD/Navy systems to DISA Security Technical Information Guides (STIGs) & ensuring IA Vulnerability Management (IAVM) compliance. Experience using tools such as Nessus/Assured Compliance Assessment Solution (ACAS) and Host Based Security System (HBSS) would be ideal. Having experience with HP Fortify and other tools for conducting static code analysis would be "ideal" but not required as the primary customer is a Software Support Activity for the P-8A. Knowledge of NIST Special Pubs (SP 800-30 Rev1, 800-128, 800-115, 800-160, 800-18, 800-39, 800-137) would be ideal but not required. Knowledge of DoDI 8551.01, Ports, Protocols, & Services Management, would be ideal.
  3. The ISSE would be developing RMF documentation such as Step 1 Categorization forms, uploading artifacts in eMASS required for Step 2 Concurrence (e.g., Initial Information Security Continuous Monitoring (ISCM) Strategy, Security Plan/CONOPS, Security Assessment Plan), and implementing RMF security controls (Step 3) for the RMF family of controls applicable to the NAWCAD/NAVAIR systems (Access Control, Awareness and Training, Audit & Accountability, Security Assessment & Authorization, Configuration Management, Contingency Planning, Identification & Authentication, Incident Response, Maintenance, Media Protection, Physical & Environmental Protection, Planning, Personnel Security, Risk Assessment, System & Services Acquisition, System & Communications Protection, System & Information Integrity, & Program Management). The ISSE/ISSO would be responsible for ensuring the initial Risk Assessment Report (RAR) & POA&M is developed & POA&Ms are updated regularly throughout the life cycle of the system.
  4. The candidate must have an 8570.01M cert (minimum IAT Level II) to start working as a cybersecurity analyst/ISSO/ISSE in this role as the incumbent is a CISSP/CEH, etc..   5. Experience in eMASS is desired, and an eMASS account would be required as well as a favorably adjudicated SSBI and/or Eligibility for Top Secret clearance. The eMASS account could be obtained 'after' hire as the work is done in eMASS.

Education:  BS degree from an accredited university is preferred in an IT related field.  

Experience:  ISSE with at least five years of experience developing RMF Assessment & Authorization (A&A) packages from beginning to end as an ISSE/ISSO, as well as the additional areas detailed in above Responsibilities section.

Other:  An Active Secret Clearance is required. It would be ideal if candidate was also a Level III Navy Qualified Validator approved by the IA Tech Authority (IA TA).  Validators for RMF packages need to have a copy of a Professional Certification (e.g., CISSP, CAP), instructor led RMF course completion, instructor led eMASS course completion, & instructor led ACAS course completion. Note: NQV level III validators can sponsor/supervise Level I validators so having NQV Level III is not required but ideal.
